Subject: FOLLOW-UP MOTION: 'No' vote on tithe of tithe question will remove an individual from
current official membership status.
follow-up from primary motion as archived at:

"Membership in RSICC shall require a commitment to help financially by contributing at
least a tithe of a tithe of one's net income. This shall be a matter of honor and not of
oversight. Each member shall give their word to help out in this way, and they shall be
individually responsible for keeping their word. An accounting by giving one's word that they are
fulfilling this commitment, shall be renewed each six months."
Text:
We need to have unanimity on this point regarding a commitment by each member of RSICC to contribute
at least a tithe of a tithe toward the financial support of RSICC.
My motion to this effect, along with other associated motions, follows this introductory commentary:

My reply:
As we refine this organization there are going to be a good number of times that we reverse earlier
decisions based on increased information or changing circumstances. I now disagree with the above
statement that you cite. I do not believe that there is anyone who cannot handle committing to
contribute 1% of their net increase to RSICC. If someone is without employment, they do not pay,
because they do not have an income. It is a percentage of their increase. A tithe of a tithe. I
cannot fathom that this amount would prove a breaking point for anyone. It may be a tight squeeze
for some, but it sure would help us survive as an organization. And there is a principle of
sacrifice and commitment built into it that I feel are essential to the morale of our organization.
Members will take this organization more seriously if they are required to commit to make even this
small of a sacrifice. It is more than what is asked of them now, and it will engender a devotion
beyond what we have right now. We need this.
If you want to be a literalist, there are many things we 'agreed' upon as a guild that people are
not doing. If we were fully living up to the documents we agreed upon, e.g. RS Consecration, there
would be no need for this tithe of a tithe, because the financial burden would be amply covered. We
don't have ample; we are still going into debt; so of necessity we revert to this lesser, yet still
sound principle that is wholly consistent with the purpose and thrust of our organization.
Whatever the reason has been that people have not contributed, this point of requiring a commitment
to contribute a tithe of a tithe is designed to have them come face to face with the fact that each
member of the organization ought to be involved in helping to carry the financial burden of the
organization. And it is not an amount that will be impossible for anyone.
THE MOTION:
I feel so strongly about the suitability of this tithe of a tithe principle that I believe there is
a need to have unanimity on this point. I hereby put forth a motion that if this tithe of a tithe
vote passes, then those who cast a no vote will be removed from official membership status in the
organization; and for those who are not yet official members, but have voting privileges, their
status will revert to that of a subscriber with no voting privileges. When they change their mind
and decide they can support this principle, they will be welcome to rejoin us where they left off.
These former members can still participate in guild discussions, and can even promote the
organization, but they will not be recognized as official members and will not have voting power and
other membership privileges.
Thus we will have full consent on this point, as the point requires. Those who do not consent will
not be part of our official body.
I also move that an additional question be added to the pending tithe of a tithe ballot. This
question would enable the person voting to indicate at the time of casting their vote that they
personally commit to contribute a tithe of a tithe of their net increase to the support of RSICC.
Finally, as a point of order, there needs to be a margin established for this tithe of a tithe
motion to pass in the first place, along with its auxiliary provisions as outlined above. I move
that this motion be passable by a simple majority of more than 1/2 of the votes cast. This is not a
contradiction to the objective of a unanimous vote. There may be individuals, who currently have
voting privileges, who will vote against the motion. If more than 1/2 of the votes are opposed to
the motion, the motion will fail, and those who voted against it will retain their membership as it
is now.
If the motion passes, those who voted against it will be removed from current membership.
I also move that those who are removed from membership, if there are any, be granted permission, if
they so desire, to use what material we have pulled together so far, and form a separate
organization that does not require a commitment from each member to contribute at least a tithe of a
tithe to the support of the organization.
They will need to be in charge of their own website and such, and we may even continue a close
working relationship.
I also move that if this motion passes that those who do not participate in the ballot be suspended
in their membership privileges until they respond to the question and give their commitment to
contribute at least a tithe of a tithe of their net increase to the support of RSICC.
Finally, I move that a yes vote will be required on each of these motions for a current member or
prospective member (with voting privileges) to continue as such.
What we will have, therefore, is a unanimity among official members and pending members of RSICC
that each member will be required to commit to contribute at least a tithe of a tithe of their net
income to the support of RSICC.
It is the least we could do. Many will give far more than this, but this ought to be set as a
minimal amount. Even when the groups as a whole moves well into a spirit of strong consecration, I
still think this principle of a tithe of a tithe ought to be kept in place for the sake of those who
need that minimal impetus.
So, in summary, the following motions have been made herein as addendums to the primary motion that
all members be required to make a commitment to contribute at least a tithe of a tithe to RSICC.
* Those who vote 'no' to any of these ballot points will be removed from membership if the primary
motion passes.
* A simple majority of the votes cast will be required for the motion to pass.
* Add a question on the ballot that enables the person voting to commit then and there to contribute
at least a tithe of a tithe of their net increase to RSICC.
* Current members or prospective members with voting privileges, who do not participate in this
vote, will have their membership suspended until the give their commitment that they will contribute
at least a tithe of a tithe of their net increase.
* Those who are removed from membership, if there are any, will be permitted, if they wish, to use
the materials we have developed thus far to form their own organization.
Each of these motions needs a second, and the ensuing discussion on the points should last at least
24 hours, ending no sooner than Feb. 4 1:00 pm.
