Subject: Any Member May Compose a Ballot
Results Summary: This is definitely one of the more lively votes we have had. Two of the
statement tied, and as acting presiding facilitator, I choose to have both motions carry. See
comments below.
8 of ~25 qualified voters voted:
Sterling Allan, Cheri Allan, Douglass Schell, Dennis P. Slatton, H.J. Springer, Laura Shortridge,
Adam Monson, Joe Eldred
========BEGIN VOTE RESULTS========
Any member of the guild may compose a ballot for a guild vote.
*[7] Yes
[1] No
Comment:
- If the following..."each ballot submitted will be reviewed by the facilitators prior to
being forwarded to the guild for a vote." is done. (Dennis S.)
In general, each ballot submitted will be reviewed by the facilitators prior to being forwarded to
the guild for a vote.
*[8] Yes
[0] No
Comment:
- I would hope the people on the Guild would submit appropriate ballots, so facilitators
wouldn't need to review beforehand. (Cheri)
- Eventually, we need to establish how facilitators are to work together. Are they to reach of a
consensus? What if they can't? I suggest that unless a ballot is REJECTED by a MAJORITY of
facilitators that it be put to the Congress. (ie, currently, if one facilitator OK's the ballot, it
should be put to the floor, even if the other facilitator disagrees.) (Joe. E.)
The facilitators may approve, reject, amend, or return the ballot to the author for revision prior
to submitting it to the guild for a vote.
*[7] Yes
[1] No
Comment:
- I DON'T THINK THE FACILITATORS SHOULD HAVE UNILATERAL REJECTION RIGHTS. (schell)
If a guild member feels their ballot is being unfairly rejected or amended, they may appeal this to
the facilitators. If the facilitators do not accept the appeal, the guild member may circumvent the
facilitators by sending the ballot directly to the members of the guild.
[4] Yes
[4] No
Comment:
- There needs to be a minimum number of support to override the facilitators...say 5% of the
membership. (schell)
- In such cases there should be a board of hearing or arbitration. We certainly should be setup for
such an eventuality, preventing backdoor wranglings which may just result in hostility among members
of the guild. Perhaps we should have a discussion platform anyway, something like a casual
messageboard/chat room where we can meet, talk, exchange ideas & news, let's say once a week.
(HJ)
- I suggest, as someone else did, that the appeal process be handled by a committee. It
doesn't make sense to appeal to those who rejected an initiative in the first place, but if we allow
members to take motions to the Congress regardless of the facilitators wishes, there is no point in
giving them approval power in the first place. (Joe E.)
- [Sterling's tie-breaking comment: I go in favor of the motion, in the spirit of checks and
balances, so that the guild members have a way to circumvent the facilitators should the
facilitators get out of step with the guild.]
In the case of a time-sensitive vote, any guild member may compose and send a ballot directly to the
members of the guild.
[4] Yes
[4] No
Comment:
- Who will determine what constitutes "Time-sensitive?" (Dennis S.)
- It's important to allow people to go by the Spirit. (Cheri A.)
[Sterling's tie-breaker comment: I like Cheri's comment and hence go with upholding the motion.]
Any vote that circumvents the facilitators will require at least the following margin to pass.
*[6] 3/4 or greater
[2] 2/3 or greater
- the closer we get to unanimous vote the better. i.e. "If ye are not one ye are not Mine,
Saith the Lord". (Adam M.)
Any vote that circumvents the facilitators will require at least the following time period for
consideration.
*[8]* 48 hours during the week, 96 hours when spanning a weekend.
[0] 24 hours during the week, 72 hours when spanning a weekend.
